SBP Facilitates BISP Beneficiaries with Direct Financial Assistance Disbursement

The State Bank of Pakistan (SBP) has unveiled a facilitation framework aimed at streamlining the process of disbursing financial assistance directly into the bank accounts of beneficiaries under the Benazir Income Support Programme (BISP). The move is anticipated to benefit approximately 9.3 million BISP beneficiaries across the country.

Key Highlights:

  1. Introduction of “BISP Sahulat Account”:

Under this framework, BISP beneficiaries will have the opportunity to open a specialized “BISP Sahulat Account” with ease. A single visit to designated bank branches within their vicinity will enable beneficiaries to initiate this process.

  1. Phased Implementation:

Given the substantial number of beneficiaries, the framework will be executed in phases. Initially, a pilot phase is set to commence in Karachi and Lahore, focusing on onboarding around 300,000 BISP beneficiaries. Upon successful implementation, the coverage will extend to other cities in consultation with BISP.

  1. Enhancing Efficiency and Transparency:

The facilitation framework is designed to expedite the disbursement of social welfare payments to BISP beneficiaries transparently. Additionally, it aims to promote financial inclusion among women and encourage the digitization of financial services.

Detailed Framework:

The framework encompasses several crucial steps to ensure the smooth onboarding and operation of BISP Sahulat Accounts. These steps include:

  • Onboarding Process: Banks will receive account opening information from BISP, ensuring the validity of beneficiaries’ CNICs and screening against relevant lists.
  • Account Activation: Beneficiaries will activate their accounts through biometric verification or NADRA Verisys at the designated bank branches. They will also receive pre-activated PayPal cards for ATM transactions.
  • Account Operations: Initially limited mandate accounts will be opened during the pilot phase, subject to future considerations by SBP.
  • Facilitation and Support: Banks will establish dedicated functions for ongoing coordination with BISP, arrange training programs for employees, and ensure timely resolution of beneficiary complaints.


The introduction of the facilitation framework marks a significant step towards enhancing the efficiency and transparency of social welfare payments under BISP. With streamlined processes and dedicated support mechanisms, beneficiaries are poised to experience greater ease in accessing financial assistance through their BISP Sahulat Accounts.
