The program is designed for placement in Higher Education Institutions (HEIs), federal/provincial government post-graduate colleges, or public sector R&D organizations. Its main goal is to help fresh Ph.D. graduates develop the skills and professional qualities needed for effective teaching and research, leading to success in the academic field.

The program was started by the Higher Education Commission Pakistan. It gives a chance to new Ph.D. graduates to learn and get guidance for one year in higher education institutions, government colleges, or research organizations.
